Portland Parks Golf – FAQ

Are the courses open to the public? Do I need a membership?

Rose City, Eastmoreland, Colwood, and Heron Lakes are all public municipal golf courses. You do not need a membership of any kind to access the courses. In addition, each course has a free practice/putting green space.

Who is KemperSports? And why does the city need a management company?

It is customary in most municipal golf systems for cities and municipalities to hire a third-party manager, or concessionaire, to manage the day-to-day operations of their facilities. This has always been the case for Portland’s golf system as well. Specifically, KemperSports was hired because the company proved to be the best partner for the City of Portland through it’s vision and operating plan for the Portland Parks Golf properties. KemperSports has proven to be a strong, strategic partner for the City over the past several years, and offers it’s full suite of business management expertise in areas such as budgeting & forecasting, marketing and event management, accounting, HR and employment activities, corporate compliance, environmental stewardship, and a general commitment to operational excellence through staff training and customer service. KemperSports also champions growing the game efforts through its robust golf instruction and player development programs, which are offered at all the Portland Parks Golf facilities.
Through its people, KemperSports helps to bring the City’s golf mission to life in everything we do.

How are facility expenses paid for?

Portland Parks Golf is an enterprise fund. There are no taxes involved; user fees fund all operating expenses.

Is there a dress code?

We intentionally do not have a dress code policy. You don’t need to look like a professional golfer in order to play! We encourage our guests to wear whatever makes them feel comfortable on the course. We do require guests to be fully clothed wearing a shirt, pants/shorts, and shoes.

Do I need to bring my own clubs?

Guests are encouraged to bring their own clubs if they have them but, each course has a supply of clubs. When playing the golf course, a club rental fee will apply to rent clubs. However, we offer free clubs for use on our driving ranges or practice spaces.

Do I need to book a tee time in advance, and if so, how far in advance?

We allow tee times to be booked up to seven days in advance, online and over the phone. We highly encourage guests to book prior to arrival during the peak season.

What is the cancellation policy for tee times?

You must cancel your tee time or otherwise risk being charged a no-show fee. Cancelling your tee time appropriately also allows us to accommodate other golfers who are looking for their own tee time.

Are golf carts available for rent?

Yes, each course has golf carts available to rent pricing may vary by location.

Are food and beverage options available?

Yes, each course has food, beverage, and alcohol options available. Pricing and hours of operation vary according to location and time of year.

May I bring outside food and beverage?

Guests may not bring any outside alcoholic beverages to any of our facilities under any circumstances. All alcohol being consumed at the facilities must be purchased at the facility. Guests are also not permitted to bring outside food items into any of our restaurant and dining areas – including outdoor patios – due to health code regulations. However, small snacks and water bottles are allowed to be brought onto the golf courses while playing golf.

Are there any specific rules or regulations I need to be aware of before playing on the course?

Basic golf course etiquette knowledge is needed to ensure everyone’s enjoyment. Here is a short list of items:

a. Pace of Play: pay close attention to your pace and position while on the golf course. Your group should always remain close behind the group in front of you to ensure you aren’t falling behind the pace of play and out of position. When groups fall behind or play slowly, it slows down everyone on the golf course and affects other golfers’ playing experiences. Periodically, golf course staff may approach you to ask your group to “pick up the pace” if necessary.

b. Golf Cart Use: If you are riding in a golf cart, keep carts on the cart paths when instructed. During dry months when the ground is firm, you are allowed to drive the cart on the grass, but keep carts away from putting greens and tee boxes.

c. Rake Bunkers: If you find yourself in a sand trap (or bunker), make sure to use one of the rakes that are placed near the bunker to rake the area of your divot and footprints to smooth out the sand. Doing so makes for easier bunker shots for everyone.

d. Safety: safety is our #1 priority for all golfers. Be mindful of others while on the golf course. Don’t hit your ball into another group in front of you; be mindful of anyone who may be standing near you so you don’t accidently hit them with your club; drive golf carts slowly and carefully, especially around the clubhouses and high-traffic areas; stay hydrated and know your own limits while outdoors for long periods of time.

Are there any discounts available for seniors, juniors or other groups?

We offer a variety of discounts which are available during certain times and days. Senior rates are offered to golfers over the age of 65 and FREE golf for ages 85 and older. These rates are typically vaild Mon-Thurs (excluding holidays). Junior rates are offered to youth age 17 & under, with rates typically valid Mon-Thurs, and Fri-Sun (and holidays) after 2pm. For young adults discounts check out our YA! Golf program, which is available to golfers ages 19-29.

Is there a pro shop on-site, and what types of products are available for purchase?

Yes, each course has a pro shop with a vast range of products, including golf equipment, apparel, hats, gloves, shoes, golf balls, and much more.

What type of non-golf activities the faculties offer? We offer a variety of different non-golf activities.

In addition to our golf programs and events, we also offer a range of venues and services for weddings, parties, and other special occasions.
